I would argue that it’s in the people’s and the government’s best interest to teach people from an early age to not murder each other. Don’t need to involve religion, of course, but building that into early education is probably a good idea.

“Thou shalt have no other gods before me” less so.
That is the parents job. The governments job is to make sure they have a decent education. They don’t, but that’s the actual idea.
